Eligibility Criteria:

• Applicants must hold a Domicile / Local Certificate from Balochistan.

• Maximum Age (as of the closing date):

• LLM: 30 years

• PhD: 35 years

• Candidates are required to have completed an LLB / LLM from an institution recognized by HEC, achieving a minimum of 50% marks in their Bachelor’s degree.

• Applicants must attain at least a 50% cumulative score in the Aptitude Test.

• The necessary academic qualifications must be finalized on or before January 13, 2026.

• Candidates awaiting results are not eligible.

• Applicants who are currently receiving any other scholarship are not eligible.

• Employed applicants must be engaged in a law-related profession (such as Practicing Advocate, Judicial Officer, Law Faculty, Prosecutor, etc.).

• Current employees must submit a No Objection Certificate (NOC) and approval for study leave from their respective organizations.

• Important Notes:

• Scholarships will be granted solely based on merit.

• Eligible candidates will be shortlisted according to their test scores and academic qualifications.

• 15–20% of scholarships are allocated for the children of victims of the Quetta blast (August 8, 2016), contingent upon eligibility.

• Indigenous LLM scholarships are exclusively for students applying to HEC-recognized public sector universities.

• Foreign LLM and PhD applicants must present an admission letter from universities ranked in the Top 500 by QS.

• Any misrepresentation or provision of incorrect information will lead to the cancellation of the scholarship.

• HEC retains the authority to postpone or cancel the scholarship process at any point.

How to Apply for FPSC CSS 2026

• Submit your application online via the HEC Scholarship Portal.

• At this point, there is no need to provide a hard copy of the application or any documents.

• Pay the test fee of Rs. 1,000/- using the 1Link Bill Invoice (available through Banks / ATM / Internet / Mobile Banking).

• Once the fee has been paid, confirm the payment on the scholarship dashboard.

• Ensure that you complete and submit the online application form with care.

• Applications that are incomplete or filled out incorrectly will not be taken into account.
